Oregon Heat Pump Purchase Program

One of the most important current programs for HVAC upgrades is the Oregon Heat Pump Purchase Program.

The program provides a $2,000 incentive for qualifying heat pump installations. Eligible systems can include ducted, ductless, and split heat pumps that meet required efficiency standards.

The incentive is provided through an approved contractor as an upfront reduction in the customer’s heat pump purchase cost. The contractor then submits the incentive application to ODOE.

Program funding is limited and varies by property category, so availability should be confirmed before beginning a project.

Who Can Qualify for the Oregon Heat Pump Incentive?

The Oregon Heat Pump Purchase Program can apply to qualifying Oregon residences, including certain owner-occupied homes, rental properties, and new residential construction.

Eligible equipment must meet ODOE’s current efficiency requirements. As of 2026, qualifying heat pumps generally must achieve at least 8.1 HSPF2 and 16 SEER2.

Only one incentive is allowed per eligible residence under the program, and other restrictions apply when combining the incentive with additional funding.

Funding availability also varies. Because program dollars can be fully reserved, homeowners should verify current availability before assuming an installation will qualify.

Oregon Home Energy Rebates: HOMES & HEAR

The Oregon Department of Energy is also preparing two major Oregon Home Energy Rebate programs:

Home Efficiency Rebates Program (HOMES)

HOMES is designed to provide performance-based rebates for qualifying whole-home energy-efficiency improvements. Eligible projects can include heat pumps, water heating equipment, insulation, air sealing, smart thermostats, and other improvements.

Projects must demonstrate at least 20% projected energy savings through a qualifying home energy assessment.

Home Electrification and Appliance Rebates (HEAR)

HEAR is designed specifically for qualifying low- and moderate-income households installing eligible high-efficiency electric equipment.

Planned incentives include up to $8,000 for a qualifying heat pump for space heating and cooling and up to $1,750 for a qualifying heat pump water heater, subject to household income, project costs, program requirements, and funding.

The maximum planned HEAR incentive across eligible improvements is $14,000 per project.

Important: Oregon’s HOMES and HEAR rebates have not yet launched. ODOE is awaiting federal approval and will announce availability when the programs are authorized to begin.

Are There Free or Low-Income Heat Pump Programs in Oregon?

There is not one universal “free heat pump program” available to every Oregon homeowner. However, several current and planned programs can substantially reduce heat pump costs for qualifying households.

Income-qualified households may be eligible for enhanced assistance through programs such as HEAR once it launches, as well as certain community or utility programs.

Under the planned HEAR structure, qualifying low-income households may receive rebates covering up to 100% of eligible project costs within program limits, while qualifying moderate-income households may receive up to 50%.
